This module provides a monotonic() function which returns the value
(in fractional seconds) of a clock which never goes backwards.

On Python 3.3 or newer, monotonic will be an alias of time.monotonic
from the standard library. On older versions, it will fall back to an
equivalent implementation.

Update devel/py-monotonic 1.3 -> 1.5
Update to latest. Drop the python3 flavor since it is a backport of
functionality from later Python 3.x (already swept our tree to eliminate
Python3 consumers). Anything Python 3.x new that uses py-monotonic
should be fixed to use time.monotonic instead.

bump all the py3 things, _SYSTEM_VERSION didn't quite work out how
we expected and it's easier|safer to do it this way than fiddle with
pkg_add now. thanks aja for update tests with a quick bulk.
